  Perl ne PHP
You cannont compare Perl with PHP. Perl is a programming language. PHP is some syntax that you can embed into html. The following is a more reasonable comparison.

HTML::Embperl with PHP
HTML::Mason with PHP
Text::Template with PHP

since those are Perl modules that do what PHP does.

BTW I like and use PHP a lot, but just get frustrated when they compare it to Perl. It's not comparable
