IBM has already made available the Apache 2.0 (alpha-5 level) on iSeries. It is enhanced and can be installed through a group PTF:

As you probably know better than I the source code initially comes from the ASF. IBM is in process of adding the OS/400 customization and the usual development and test processes. Currently it runs under V4R5 of OS/400 and again it is based on Alpha 5 and Alpha 5 is not recommended for use by business critical web sites.
We hope to have Apache Beta or maybe Apache GA in our next V5R1 release.
GA depends on ASF.
